On December 4, 2016, the Launching Ceremony of Green Legal Global Alliance & Seminar on "Building a Green Three-dimensional Legal Ecology Circle" sponsored and hosted by Beijing DOCVIT Law Firm kicked off in Beijing. Ms. Wang Ying of Beijing Changping Science Park Development Co., Ltd. attended the ceremony and delivered a speech.

I am grateful to the invitation of Green Legal Global Alliance, I am engaged in management work, but my academic background is an economics postgraduate student of Renmin University of China. Although I did not engage in legal work after graduation, but the love knot of legal person still exists, so today I am very excited.

Today's activities specially match the six words (three phrases) of the corporate culture developed by Changping Technology Innodevelop Group, the first phrase is responsibility, the legal person initiated such a transdisciplinary, industry-shared organization of alliance and research institute, which fully embodies the legal person's sense of mission and sense of responsibility in the big economic situation.

The second phrase is innovation. We have just mentioned some innovative methodologies. In a more traditional and an inherent legal industry, such an innovative organization and transdisciplinary exchanges and connections also embody the essence of innovation.

The third phrase is sharing. Because there are so much transdisciplinary resources, the interaction, communication and cooperation formed here will form win-win and symbiosis.

These are my three feelings.

What kind of resource interaction will happen between our local enterprise and alliance? And what kind of possible cooperation can it bring? Now I can give a brief introduction.

The main business of Beijing Changping Technology Innodevelop Group is the industry ecological investment operation, including the development of the park, the operation of the industrial space, the construction of innovation and incubation service system, and some public technology services, including the construction of intellectual property right system, as well as industry fund investment.

As soon as you hear this, you will associate several research topics mentioned by Green Legal Global Alliance Research Institute. I think the mentioned topics especially coincide with the work we are doing now, including some problems we have found in practice, some solutions we want to find, and all resources we want to integrate.

For example, in the development and construction of the park, we will encounter legal problems of first class park development, especially rural resettlement housing, collective construction land, how to carry out the transfer of property rights, how to operate, how to have same share and same right with state-owned land, problems like this are just problems we have encountered.

For example, in the construction of the operating platform of intellectual property rights, in order to realize the transaction and transfer of intellectual property system, it must have pricing first and the litigation settlement mechanism, which are the links that the law can participate in.

For example, Mr. Tang also introduced just now, at present the government guiding fund plays a very important role of institutional investor in China's equity investment market, a large amount of social capital realize its lever amplification and enter the equity investment industry through the government's financial funds. How to establish industry standards on large amount of funds, both to play the guiding role of government funds, and to achieve the self-discipline of industry, including how to undertake some social functions and social benefits to the state-owned equity investment institutions in the future, and to realize the preservation and appreciation of state-owned capital, including the realization of equity incentive for state-owned venture capital staff, are all some issues that are faced with.

It also includes the credit system construction of small and medium-sized enterprises, now small and medium-sized enterprises have encountered a very serious financing problems, which requires a sound financing system environment to support, so that all financial institutions can give real support and truly realize commercial operation, sustainable support.

So, we used to believe that the law serves the real economy and socio-economic activities more, in fact, now through the establishment of Green Legal Global Alliance, the law has been more at the forefront of the industry and the real economy to lead and integrate all physical resources and industry resources to think about these issues.

Therefore, I particularly agree with what an expert has mentioned, we should come from the problem, then solve the problem and go back to practice. So I think we are a relatively microscopic local regional platform, though, it brings together a variety of social and economic activities and can be used as a very good alliance partner. We can provide some good cases of problems and practices at the micro level, and we hope to take this opportunity to have more extensive cooperation with you.
