On December 4, 2016, the Launching Ceremony of Green Legal Global Alliance & Seminar on "Building a Green Three-dimensional Legal Ecology Circle" sponsored and hosted by Beijing DOCVIT Law Firm kicked off in Beijing. Song Jianming, the supervisor of Renmin University of China Asia-Pacific Institute of Law and the deputy director of Beijing Municipal Commission of Commerce, attended the ceremony and delivered the keynote address at the seminar.

For starters, I wish to extend warm congratulations on the founding of Green Legal Global Alliance and its Research Institute, and to show respect for director Liu Guangchao and DOCVIT Law Firm's spirit of being brave to assume social responsibilities. I learned a lot from the wonderful speech delivered by every expert and scholar, and I do appreciate it. I want to share three viewpoints with you:

First, the concept of founding Green Legal Global Alliance and Research Institute is great, the government, enterprises, and the scholars and experts with law and economic background get together and study how to create the green legal three-dimensional ecosphere. A moment ago, many experts and scholars talked about the importance of transdiscipline. Actually, I worked for the financial institution before getting a part-job as a scholar, and I used to be a civil servant in 2012. In addition, my postdoctoral project subject focused on financial integrated management, which was mainly about how the form of banks, securities, insurance, fund generate scale economy and scope economy during indiscipline. Through the change of career status and the transdisciplinary thought of different financial forms, I deeply understand the synthetic effects caused by transdiscipline. I have been pursuing the founding of Green Legal Global Alliance and its Research Institute, which can light my own sparks by communicating with people from different industries and disciplines.

Second, law plays and important role in the research of applied economics. I have learned two things when compared the economy between East Asia and developed countries. For starters, the laws of a country or a region have set rigid border for our economic study and investment. The culture is next, it is the soil that the study of different regional economy based on reflects a kind of value.

Third, the government shall serve enterprises well. Now, decentralization, monitoring properly, and serve effectively are things the government publicized. And we shall be good at decentralization and monitoring properly, then better service for the enterprise and for creating a good business environment still need the mutual participation of social organizations such as Green Legal Global Alliance and its Research Institute.

Next week, Beijing Municipal Commission of Commerce will unite with 9 institutions, including Beijing Municipal Commission of Development and Reform, Foreign Affairs Office of the People's Government of Beijing Municipality, Beijing SASAC, Overseas Chinese Affairs Office of the People's Government of Beijing Municipality, Administrative Committee of Zhongguancun, Invest Beijing, China Council for the Promotion of International Trade Beijing Sub-council, Beijing Association of Industry and Commerce, Beijing People's Association for Friendship with Foreign Countries, to publish "Information Platform based on Internet for Beijing international economic and trade cooperation". Based on standard global map data, this platform will take full advantage of  information resource from Beijing Municipal Government, business committee, enterprises, financial institutions, intermediary agencies, and the foreign investment promotion board by modern information method of geospatial information technology, database and Internet technology to show the trade information in multidimensional and multi-view way, to help the government and industry organizations making decision, to provide personalized, comprehensive information for the enterprise who want to "going out" and "bringing in".

In the process of "developing foreign markets as a whole", enterprises of Beijing need more legal advice and investment requirement, if they can work with Green Legal Global Alliance and its Research Institute, twice the result will be received with half the effort. Now we are creating a good business environment and we do need your help. Please use your knowledge and skills to help enterprises of Beijing "developing foreign markets as a whole", and to create a business environment at home and abroad for enterprises.
