On February 15, 2017, the 2017 Annual Meeting of Chinese Economists 50 Forum was held in Beijing with the theme of "Deepening the Supply-side Structural Reform -- Property Rights, Motivation and Quality". Forum members, leaders from a part of governmental departments, experts from economic research organizations, large-scale enterprise representatives and mainstream media participated the annual meeting. The meeting was hosted by Yi Gang ,the deputy director of the Office of the Central Leading Group on Financial and Economic Affairs and the vice president of the People's Bank of China. Fan Gang , the vice-chairman of China Society of Economic Reform , delivered a report of Summary of Work in 2016 and Arrangement of Work in 2017 of the Forum .

Secretary general Liu Guangchao is the only entrepreneur council member of Chinese Economists 50 forum from law circle who had been invited to the meeting for 8 consecutive years and actively involved in the discussion of some hotspot and paint point issues around our country's current economic situation and social development. He said that in terms of the main space of property rights, attention shall be paid on “the four blue oceans ”which were collectively-owned land, equity of non-listed companies, intellectual property rights and asset securitization; in terms of free transaction of property rights, close attention shall be paid on the transaction boundary and limit of three sectors which were new economic fields, Internet and financial innovation; in terms of safeguarding property rights, importance shall be attached to the solving of three issues about property rights such as confirming rights, stabilizing rights and safeguarding rights through strengthening scientific legislation and stabilizing law enforcement and public credibility in justice. Secretary general Liu Guangchao elaborated in details centering on the above viewpoints and conducted cross-border exchanges with the guests present to deeply discuss the issues of property rights in the supply-side structural reform.

Chinese Economists 50 Forum is an unofficial and non-profit academic organization initiated and established jointly by prominent Chinese economists in Beijing in June, 1998. On the 302^nd episode of "Changan Forum" at Tsinghua University on September 29, 2016, secretary general Liu Guangchao gave a keynote speech with the title of "See the Boundary and Limit of Legal Regulations from the Two Perspectives of Financial Practice and Capital Rules", profoundly interpreted how to take advantage of legal means to effectively regulate economic operation, conducted dialogue and exchange centering on the transdisciplinary problems between and key and difficult problems of economy and law.
